Would that be "nursmaid's elbow"? Dislocation of the elbow which can occur when the hand is held tightly as the child throws himself to the ground in a fit of anger.

absent radius..
associated with TAR, VATER, Holt- Oram, Fanconi's anaemia, occasionally seen in trisomy 13,18 and seckel syndrome too

I think it is a case of ulnar developmental deficiency. The radius is present, and the radial head is dislocated.
